The deal the DoD offers is that they’ll help you make your movie by letting you shoot real equipment, completely for free, in exchange for some control over the script and presentation to make sure you’re presenting them in a favorable light. It’s such a tempting exchange that practically everyone whose movie it would apply to says yes.
