I can’t even really make sense of it. Is this someone from the EU doing payback? Is the cutting-cables team not in good communication with the providing-internet-to-Russia team? Is this some sort of false flag, like “we’re all looking for the guys running around doing this”? Is it totally unrelated coincidental damage to the sabotage damage? I have no idea. My guess is option 2, FWIW.
I don’t think it was Europe. Russia is preparing to decouple from the Internet for quite some time now. Such an incident gives an excuse why accessing international Websites is now even slower/harder
