Are they expecting them to return to North Korea, possibly corrupted by life in the outside world and the open internet, or are they banished forever once they leave their home country, like Icelandic horses?

Yeah, maybe the migrant-worker life in Russia isn’t really anything that would run the risk of corrupting the average North Korean into believing that things are any better outside the DPRK.
