And they had hammered out a deal on the border led by one of the most conservative Republicans in the Senate until Trump had it killed. Even then, the decision comes down to the president who has veto power to decide whether the bill becomes law or not.

Congress can, and periodically does, override presidential vetoes. If you’ve got the most conservative Republicans in the Senate on board, it sounds like an override is in the cards.
