First 2 seasons of Arrow were like this. But yes I would watch the shit out of it. Make it a law and order style straight from the headlines and make the rich people resemble real life rich people.

Loved the first seasons of Arrow. The crossover episodes with Flash were great.
The protagonist was a rich guy too. A more socially conscious one, but still a rich guy.
Well you got to have resources im fine with rich on rich violence maybe we could put it into an arena of some sort.
