They can also be hidden such that you’ll never be able to see them. Avoiding the known ones probably won’t help much.
To me it seems that in today’s world, given the current state of affairs and tech, trying to stay anonymous while online or offline is impossible for the average person.

Can’t the police already look up who a plate is registered to? This is just taking it a step further and doing it automatically and then creating a database of where the person is going and when… Yeah this is bad.
