Those “decent” cops know who the troublemakers are, and they don’t do anything about them. That’s makes them complicit. If you aren’t actively standing up to the corrupt cops, then you are a corrupt cop.
Yes, that’s exactly how it works. You are either part of the solution or you are part of the problem. If you are allowing corrupt, violent, racist cops to operate in your precinct without demanding action, then you are complicit in their crimes.
