    It was started and allowed to be poorly managed to burn down less modern buildings, allowing for builders to make more expensive houses and increase profits for them and property management companies.

    But the reality is California is poorly managed; which lead to less water reserves, less effective fire management and fighting, and a power system that is highly susceptible to failures. All of that means California will have terrible fires and builders and property management will seize the opportunities presented to increase profits.
